Oh please. This is on the Samsung USA site, as the URL clearly indicates. Why do you expect that every company on the face of the earth runs every raffle or give-away globally, just because internet sites are globally accessible?

I am sure if I were to go and look around European or Asian websites, I would find plenty of give-aways or specials that aren't open to US residents...
