Try Ditto-cp. It’s free and OSS. Hosted at SourceForge. The developer is incredibly responsive (check the SF forums) and able.
I’ve been using this app for almost two years and think it’s the best clipboard manager out there (with an unbeatable price).

I’ve been using Clipboard Recorder for years in XP Tablet and now Vista, always dependable and never misbehaving or consuming anything.
